Foreign Office, March 27, 1912. I HAVE received your despatches No. 92 of the 22nd ultimo and No. 110 of the 6th March, reporting instances of the resumption of opium cultivation in China.

I am disposed to think that it would serve no useful purpose to approach the Chinese Government with a view to inducing them to take any action at this moment, but I should be glad to receive your views as to whether, when the question of recognising a new and settled Chinese Government arises, a guarantee that suppression of cultivation will be enforced should be obtained from them, as one of the conditional points of the terms under which His Majesty's Government accord them recognition.
